Dr Stephen Musgrave, ‘Vital’ North West Regional Manager, Open University
Stephen Musgrave is the Northwest Regional Manager for the DCSF funded ‘Vital’ programme for ICT CPD for teachers.  Dr Musgrave is a former Deputy Chair of the UK national Joint Information Systems Committee on the Integrated Information Environment (JIIE), and until recently was the IT Manager at Blackpool and The Fylde College in the NorthWest of England.  He is a member of the UK Parliamentary IT Committee (PITCOM) and his research interest has been Community Portals in the context of Community Informatics in the UK, investigating People and Technology issues of implementing Portals in the Civic and Civil Society domains.  Formerly an Electronics Officer in the UK Merchant Navy, he has also taught Communication Engineering and Microcomputer programming as a Principal Lecturer in the UK Further Education sector.
